The system is
monitored by University Grants
Commission (UGC) which coordinates, maintains standard and
gives grants to universities and colleges.
There are 16 Central
Universities in the country which are funded by the Union
Government. Another one is being planned for Mizoram.
Besides, there are 37 institutions which have been accorded
university status and are called "Deemed Universities".
The state governments, under law, are entitled to establish their
own universities, funded by the respective state government which
provides maintenance as well as development grant to them. The
coordination and cooperation between the Union and the States is
brought about by the Central Advisory Board of Education (CABE).
Academic Structure
There are three levels
of qualifications in the higher education system.

Diploma courses are
also available at undergraduate and postgraduate level.
The Bachelor's degree
in arts, commerce and sciences is of three years (after 12 years
of school education). In some places there are honours and special
courses available. These are not necessarily longer, but indicate
greater depth of study. Bachelor's degree in professional fields
like agriculture, dentistry, engineering, pharmacy, technology and
veterinary medicine generally take four years, while architecture
and medicine may take five years, or a little more. Bachelor's
degree in law can either be taken up as an integrated degree
lasting five years, or as a three-year course.
The Master's degree is normally of two-years. It could be
coursework based without thesis or research. Admission to
postgraduate programmes in engineering and technology is done on
the basis of Graduate Aptitude Test in Engineering (GATE) or
Combined Medical Test (PMT) respectively.
A pre-doctoral programme - Master of Philosophy (M.Phil.) is taken
after completion of the Master's Degree. This can either be
completely research based or can include course work as well.
Ph.D. is awarded two year after the M.Phil. or three years after
the Master's degree. Students are expected to write a substantial
thesis based on research.
UNIVERSITY GRANTS
COMMISSION
Objective
The University Grants Commission (UGC)
was established by an Act of Parliament in 1956. It
monitors, coordinates with the states and helps maintain standard
of teaching, examination and research in Higher Education. It
disburses grants to universities and colleges, advises Union and
State Governments on measures to improve university education and
frames rules and regulations for teaching and research.
Composition
The Commission is an autonomous
body comprising the Chairperson, a Vice-Chairperson and ten
members appointed by the Union Government. The Chairperson is
normally an eminent academician, appointed for a term of five
years. Of the ten members, two are government officials, four
university teachers while the rest are educationists. Except the
Chairperson, the rest of the members are appointed for a term of
three years --- and they can all have a maximum of two terms.

Funding
The UGC has no funds of its own. It
receives both Plan and Non-Plan grants from the Union Government
to carry out the responsibilities assigned to it by law. It
allocates and disburses full maintenance and development grants to
the Central Universities, the colleges affiliated with Delhi and
Banaras Hindu Universities and some ‘Deemed Universities’. The
universities and colleges established by the state governments do
get UGC funds (non-Plan) but for specific programmes or a
development scheme.
